WMR Microsoft laid off the team in 2023 and will no longer be supporting it. The two downloads might be a work around since integrated WMR "might" not be in the update after 23H2 we are currently on 22H2 so with 24H2 WMR will be removed, which makes the Reverb and the rest of the WMR headsets bricks... I also read something else that said this wouldn't happen until 2026, so take it for what it is worth. Still disappointing since the Reverb G2 still IMO preforms very well.
