how does DCG prioritize unit use

I have noticed that DCG always seems to start a campaign with the same units, and even if you manually add units to the campaign using the squadron editor DCG rarely uses the new units. It also seems to keep the number of units in the war low, is there a setting for this? And how does DCG prioritize unit use, does it choose the units from the top down?
