Found this:

Added a "bug out radius" for campaign designers to set the distance at which enemy controlled locations will trigger a squadron to abandon an airfield.

BTW, the radius is in kilometres if I remember correctly.

Yes, the BugOutRadius value is in kilometres.

And it works fine for me.
