For VR and DCS, $3K is an average starting point. For IL2 only and 2D $1K would get you a satisfactory machine. My opinion only, your (and others) milage may vary.

Definitely do so! If you have a budget in mind, that would help. Also, whether you would want to fly DCS or any other sims / games. DCS is very CPU demanding compared to IL2. For the record here's my PC specs. I built mine. It's not that difficult and there are lots of youtubes to follow. Still, it's nail biting the first time you turn it on...

Just a few of us do and I'm, personally, out of practice. Our focus is Cold War Warsaw pack but we do fly many modules including WWII, Rotorcraft, Modern... F-14, F-16, A-10, etc but we're not experts at those. Our expertise is the MiGs, Hind / Blackshark and several of the FC3 planes.

I've read all of his WWII books. Well researched and reads more like a novel than straight history. Putting it on my list. Edit: He does have his opinions which could be perceived as bias (but I happen to agree with him so it's not an issue ).
